Client challenge: Legal
disposal of water produced as a byproduct of Wyoming oilfield operations is a
major challenge for the oil and gas industry. The project site was a remote
location in south-central Wyoming, and the developer wanted to provide this

Coffey solution: Coffey Engineering & Surveying completed the first
phase of site design and the regulatory permitting required which included:
completion of a topographic survey
and a base topographic map for the 100-acre site
creation of alternative options for
impoundment designs and earthwork quantities
production of a site design including
lined impoundments with leak detection systems
preparation and submittal of a
Wyoming Department of Environmental Quality/Water Quality Division (WDEQ/WQD)
permit-to-construct application and engineering report including construction
drawings for the proposed facility, information regarding existing site
conditions, site reclamation plan, operating plan, and information conforming
to the requirements in three chapters of WDEQ/WQD rules and regulations
coordination with WDEQ/WQD regulatory
personnel throughout the project, avoiding delays and unanticipated costs associated
with failure to conform to WDEQ/WQD requirements
